Let's perform some browser troubleshooting steps to reset QuickBooks' connection so you can cancel your subscription.
Browsers save web page data into its cache to speed up its loading time the next time you visit the same web page. However, having too much of this information in your browser's cache can cause errors like the one you see in your screenshot. If you haven't already, I suggest accessing your QuickBooks Online account through an incognito or private window. This way, we can rule out any cache problems.

If you're able to cancel your subscription in a private window, you'll need to clear your cache and cookies to ensure this issue doesn't happen again.
However, our QuickBooks Online Support team can cancel your subscription as well. They have the tools to access your account and cancel your subscription on their end. This will ensure your account is canceled, and you're no longer charged for your subscription.

You have to login as Master Admin to see that menu.

One of the possible reasons why you don't have the Billing and Subscription menu is that you're not logged in as the Master Admin. As mentioned by @Fiat Lux - ASIA, you'll want to make sure to login as Master Admin.
However, if you don't still see the Billing and Subscription menu after logging in as Master Admin, you may have bought your subscription via Apple's App Store or Google Play.
