Creating estimates is available across QuickBooks Online subscription plans, ottelectricalinc. The issue you're experiencing has something to do with your subscription status.
You can check the Subscriptions and billing page to confirm whether your status is Active. If it is, this can be a temporary browser issue. I recommend clearing your browser's cache and trying to create an estimate again. If that doesn't work, switch to another supported browser, as this issue can sometimes be specific to the browser you are currently using.
If your subscription is inactive or you still can't create estimates despite confirming active access, I recommend contacting our Live Support team. They can check your account further to identify the issue and provide you with the necessary steps to resume creating estimates.
