What happened when you tried saving your rule? You can do the basic browser troubleshooting steps and see they'll fix it.
Log in to QuickBooks in a private browser, the create rule. It's good to start with a private window because it will not save your browsing history. If you can save your rule, please go back to your regular browser and clear its cache. If the same thing happens, please try other browser to isolate the case.
