Our programs uses pop-ups to introduce features that will help users make their tasks easier while using our products. The option to completely remove these alerts is currently unavailable, but there are other options you can try to avoid it from reappearing on your mobile device.
To skip the process, you can manually close these pop-ups in the mobile app. You can also create a dummy bank rule to stop the suggestions, then delete it after. Here's how to do that:

Thank you. Can you add a feature request (or +1 any existing request if I’m not the first) to let customers dismiss these suggestions? I understand the desire to speed up customers but for users that are working through 20+ transactions this has the opposite effect, slowing down users rather than speeding them up. I think the “create rule” button is crystal clear and the pop-up is not necessary after it’s been shown a few times. Happy to discuss my use case further is that’s helpful to your engineering/product teams.

Has there been any progress in having a way of turning off the "suggested rules" and just allowing me to create a rule if I want to but not have the pop up for every transaction?

We're always looking for ways to make your experience with QuickBooks more convenient and enjoyable. I'll put my best hoof forward on this and help get the most from QuickBooks Self-Employed (QBSE).
At this time, turning off the proposed rules in QBSE mobile is still on the feedback list. Please note that our engineers will depend on the number of people who will vote for the proposed functionality or comments submitted. With this, I'd recommend sending a feedback again to notify our engineers about this matter. Your suggestions help us build features that benefit you and all our other users.

As far as I can tell, this is also an issue in the browser version.
It became a huge problem for me because of a large number of duplicate transactions (another long story) that were automatically categorized by rules as expenses, when they should have been excluded. While attempting to correct these duplicates I deleted all of the rules. Then for several hours of meticulously looking through transactions, I was repeatedly prompted to create new rules that I knew would just confuse matters and make my job more difficult.
Even under normal circumstances, there are certain transactions that never adhere to a single rule. Once I've responded to a prompt about a rule, I do not wish to be prompted over and over again about that same kind of transaction. Most of the time I do not want rules because I want to scrutinize the majority of transactions.
I have determined that rules are not helpful enough to justify the constant interruptions there needs to be a "Disable Auto-prompt" switch.
