First, you will need to create a new subscription for QBO Kuwait, and then cancel the US account to switch to another country. Let me show you how:

When I try that. It still has states foraddress options & I can not go any further
Make sure you've signed up for the international version of QuickBooks, LRbda.
It will only ask for an address in the USA if it's a US account. You can still use the link I've shared above to create an international account.
If you're using the same login information, click the Gear icon in the upper-right hand corner, and then select Switch Company. You might be logged in to the old account and not on the international one.

You can add a company to your existing account. You also have to make sure that you are signing up for QuickBooks Online in Kuwait. Here are a few screenshots for your reference:
