Hi system,
Thanks for getting back to us.
You can set up users and roles in QuickBooks Desktop. Let me walk you through the steps:
In QuickBooks Desktop, if you want to keep users from seeing the account balances, you can restrict the user's access rights. Here's how:
Please check this article for more information and detailed steps: QuickBooks Desktop Users and Restrictions.
Also, when closing the entries made at the end of the fiscal year, the goal is to zero out your Income and Expense accounts, then add your fiscal year's net income to Retained Earnings.

Thank you for helping with detail.
I'm wondering whether we can interim closing at September, which our income and expenses don't become zero and users cannot change transactions created before September.
Thank you for coming back here in the Community, @system.
The interim closing feature is currently available in QuickBooks Desktop. I will personally submit this feature to our product engineers so that moving this will be available in QuickBooks.
In the meantime, I recommend visiting our blog site, where we share recent happenings and future developments, such as updates to newly added features.
In regards to the users, that cant change any data in your account. As my colleague mentioned above, you can limit their access. This way they are unable to change any data because it is invisible to their end.
If ever, you will decide to close the books, you have an option to set up a closing date and close date password. For the detailed instructions, please check this article: Set or change a closing date and closing date password.
I've got a handy article for future reference in the year-end adjustment: Close your books in QuickBooks Desktop.

Thank you for your hell with details, Michelle_b.
I'm wondering whether we can set up the permission settings like below.
On Jan, a user can create/change/delete transactions.
At the end of Jan, admin set a permission settings on the user.
On Feb, the can create/change/delete transactions of Feb but cannot create/change/delete transactions of Jan.
Sorry for asking many times, but I'm happy to receive your help.
Hi system,
It's nice to see you again here in the Community.
Currently, you're unable to set up your users' permission settings at once. You can manually change their access every time you make any changes with your users' permission.
To guide you on how to edit user restrictions, please check this article: QuickBooks Desktop Users and Restrictions.
You can always post a comment if you have any other concerns about Quickbooks. We're always right here to help you anytime. Have a nice day
Hi MariaSoledadG
Thank for your reply.
Let me make sure my understanding is correct.
Quickbooks Desktop cannnot set a permission like choosing months user has access?
Hello @system.
Thanks for coming back to Community.
There isn't a way for us to set the user permission that way. You can only edit your users anytime you want for their roles.
You'll want to check this article about the users and restrictions in QuickBooks Desktop for details.
I'm also attaching our user guides in case you need some additional references.
Please know that you're always welcome to swing by anytime so don't hesitate to post. Have a good one.
Hello, ShiellaGraceA
Thank you for your help.
I'm sorry to hear that we cannot set such permission.
I'd like to know whether a create-only user can make a transfer slip.
I'm planning to set up a user who cannot change/delete journal.
And I'm wondering how s/he can cover when s/he makes a mistake of mistyping of amount of money/memo/class/etc.
Hello again, system.
I know the importance of having the feature you're looking for is beneficial to your business. Right now, if you'd set up a role in QuickBooks Desktop, it has it's own user access rights and limitations in which the option to create a user that way is unavailable.
In addition, to ensure your voice is heard, I can pass a feedback about this.

Which QBD edition doyou have? Pro/Premier or Enterprise?
Hello, @system.
If you’re using QuickBooks Desktop Enterprise, you can create a view-only user. However, modifying the access for one user's role affects all other users with the same role.
See the following article on how to create and manage roles in QuickBooks Desktop Enterprise article to know more on how to adjust user roles.
Let me know if you need help in setting up a user access below. I’m always here to help.
