As far as I know, there is no discounted rate for renewal or upgrade/downgrade your plan. You have to open a new QBO account with current discounted rate and migrate from your old account.

@Fiat Lux - ASIA is right. However, if you still wish to change your subscription from monthly to annually, this can be done by going to the Account and Settings.

Here's how:

1. In QuickBooks Online (QBO), go to the Gear icon at the top right to get to the Account and Settings. 
2. Select the Billing & Subscription menu at the left pane.
3. Tick the Switch to annual billing option, then click Switch.
4. Hit Done to complete.

Switching from monthly to annual billing will get a 10% discount. You will also get a credit on your new plan based on the unused portion of your old plan. For more information, check out this article: Switch to annual or monthly billing for QuickBooks Online.
