Ask your client to send the backup file (QBB) to you. Instal the trial license of Pro 2020 and restore the file
Once the file is open or converted, try to migrate it to QBO Online. Make sure you have open the QBO account prior to proceed.

I got the reference with detailed steps to export your company file to QuickBooks Online. You can share this with your accountant so they can transfer your file to your QBO account. If you need references for QBO, just click the Help menu in the upper right hand corner of the QBO Dashboard. The, search for the topics you like using keywords. Example: How to create invoices.

These steps were completed and the migration was not successful. I’m looking for the steps to provide to the accountant.detailing the steps to export our client file so that I can do the upload.
The accountant already followed these steps. I can not do the export since I do not have access to their desktop software. Upon verification the migration was not successful.
