Bank Feeds Bank of America downloads (checking and savings) produce error OL-309. I attempted to download transactions manually from Bank of America, but the import will not allow me to download them to the exiting account. What shall I do?

Let me help fix this so you can bring in bank transactions to QuickBooks. Before we start, you may want to check the following details below why you get the error.
You may want to back up your company file and match any pending downloaded transactions before performing any troubleshooting steps.
Once done, sign in to your bank’s website outside of QuickBooks, and you don’t have pending alerts. Then, check if you get the error in Bank Feeds Classic Mode.

If you're still unable to manually import bank transactions, I suggest contacting our QuickBooks Desktop Live Team. They can check this and create a case for investigation when needed.
If you have a QuickBooks Web Connect (.qbo) file of your bank transactions from Bank of America, you can import it to QuickBooks. That will keep your daily entries accurate and matches with what in your real-bank account.

This was not the problem. Intuit changed the way they do bank feeds and it broke the connection. I had to disable bank feeds for all of my accounts (only doing for one does not enable connection to the existing account). I reenabled and now it is working.
