This is not any help, and I wish I had a solution for you, but if you scan the support community you will find many posts concerning banking downloads, not all are about your bank, but the trend is there
Capital one announced they are dropping live feeds to QBO starting today. A local bank of ours did that several months ago with the stated reason being that their support staff was spending too much time with QBO users with problems that were not the banks fault.
The thing is that there is no contractual oblication between the bank and intuit to provide that download service, and the bank is free to update its pages, login criteria, etc.
The truth is that the only way to have an accurate up to date company accounting file is to make entries. Then if banking downloads work, either direct connect or importing a qb formatted banking file, you can match transactions. I never use banking downloads, I get a statement and do a manual reconcile, takes all of 5 minutes once a month, if that long.
