More specifically, for 2017 I have the following files under my tax section:
|W-2, Copies A & D||Employer Copies: Form W-2||2017|
|MA M-3, state W-2's||Massachusetts M-3 state W-2's||2017|
|W-2, Copies B,C & 2||Printable Employee Copies: Form W-2|
But for 2018 I only have the following despite not changing any account settings:
|FD W-2||FD WH Employer Copy Of W-2||2018|
|FD W-3||FD WH Employer Copy Of W-3||2018|
Not only are there no individual forms, but the lack of a state filing is concerning!

Emailing the form directly within QuickBooks Online is currently unavailable. However, you can download the employee's W-2 form as PDF and manually send it to them.
Your employees can also access W-2s through QuickBooks Workforce. For more detailed information, I'm adding the article I recommend below:

I do not see the annual forms link. It seems like you can no longer print W2s individually. Workforce is also not working currently, so I can't even print our a PFD for my employee at this point.
All tax forms are already available in QuickBooks Online. The submission deadline of the forms for employers and employees is on January 31, 2019. February 15, 2019 is the extended deadline when submitting them. I'd recommend contacting IRS to verify this information.

We also have the same problem. We are using QuickBooks Online Full Service Payroll.
If you could see in the screen capture, the W-2, Copies B, C & 2 is NOT available.
In this case, I would contact Payroll Support. This way, we can further investigate and create a case for you.

We currently have an open investigation about being unable to pull up the W-2 form in QuickBooks Online. If you've already tried the troubleshooting steps given by JanyRoseB and still getting the same result, you will have to contact and inform our Payroll Team.

I also do not have the "annual forms" tab and can only see the combined fed forms, no state filing, nor individual forms. I tried to go to the link provided to report this, but there is only a phone number.
