Join nowWelcome and thanks for visiting the Community, @lisabarnesfitnes. You can only import a .QBW file into QuickBooks Online (QBO) by opening it first in a Desktop version. Then, import the file from there.
We have trial versions that you can use to restore your file and export to QuickBooks Online. Here's how to restore your 2010 file:
Once done, you can import the QuickBooks Desktop data to QuickBooks Online.

I am not sure you are able to convert directly your 2010 file on 2020 version. But as mentioned by katherinejoyceO , open it on trial license of Pro 2020 to make sure. If you are failed, call and ask Intuit Data Service to convert it. Last option, consider purchasing a 3rd party conversion service.
Once you can open it on trial license of Pro 2020, you may migrate it to QB Online.
