I have been using online QBO for almost 4 years, but this issue recently started coming up.
Downloaded transaction is a lower amount than the payment I have created plus it includes a credit memo. Otherwise I can easily match the downloaded transactions with open invoices/bills since they are pointing same amount in the end. Since I can't apply a credit memo into a downloaded transaction, I will have to receive the payment manually first, then match with downloaded transaction. however the payment I have created with credit memo does not pop up on 'for review' section.
That is my issue.

You'll want to check and ensure the total payment created has the same amount from your downloaded transaction. Doing so will automatically find the transaction in the For Review tab.
I'd recommend consulting with your accountant for further guidance. This way, we'll ensure the accuracy of your accounts after making these changes.
