I won't rest until you download your bank transactions, @DeniseNY. Let's work as a team so you can achieve your goal.
To start, may I know the name of your financial institution so I can further check here on our end if there are any connection issues between them and QuickBooks Online (QBO).
In the meantime, you can start your troubleshooting steps by opening your QBO account using an incognito browser as Fiat suggested above. The error you're getting is sometimes caused by a browser issue and this is an initial fix to that. Below are the shortcut keys you can use to open one:
Once signed in, update your bank account again. If you're able to do so, I recommend clearing the cache of your regular browser to eliminate the old and damaged files. If the same thing happens, you can use another supported browser or device as an alternative. It might be that the current one your using has a temporary issue with QBO.
You'll also want to manually upload your transactions to QBO via CSV files. This way, you can still work and manage your account the way you usually do. Once transactions are in, you'll now have to categorize and match them to ensure they are accounted for correctly.
Also, reconciling your account must be done regularly to make sure it matches your real-life bank balance. When finished, the program will automatically generate a report that you can use as a reference for future reconciliations.
Feel free to leave a reply below for any additional information you can add. I'm always around and will keep an eye out for your response. Have a good day.
Try opening your QBO account on any private/incognito browser.

Thank you so much for your help! The incognito browser helped me download the transactions, but it was still accessing nonstop. So I cleared the cache and it fixed the problem! Thank you again for your help!
