We can change the date even if you're on the reconciliation page. Simply click on the payment transaction to expand it. Then, you can modify the date on the Date column and click Save.
Another way to change it is through the Chart of Accounts. Go to the Accounting tab and select Chart of Accounts. Locate the bank account you're reconciling and click on View register. Locate the payment from the list of transactions and select it. Change the date and click on Save.
We can perform some troubleshooting steps if you still can't update it. First, open and access your account using an incognito window. From there, follow again the steps I provided on how to change it. You can also clear the browser's cache since it can cause errors in QuickBooks Online. Aside from that, make sure that the browser is updated to avoid any browser issues.

I have not YET tried incognito browser, but it does not allow me to change the date.
I think it is because it is automatic debit for payroll taxes. I checked other entries and I was able to change dates, but not this one. Even when I clicked "edit" and tried, it still did not let me change the date.
I only see this entry on Register, NOT on "reconcile" page because this entry is considered as March transaction while the same entry shows as February transaction on my bank statement.
I will try incognito and let you know.

Thank you for the detailed explanation, but I still could not fix the problem.
The entry is "Payroll Taxes" and it automatically debits from our Business Checking Account.
Our pay day falls on the 25th and sometimes these taxes do not come out until the 1st of next month.
The problem is, my bank statement shows that this transaction happened on 2/29 and the actual date Department of Revenue received the payment (e-Payment Post Date) on the 3/1. I cannot change this date even when I followed your steps.
Would you have other ways for me?

When a tax payment was processed through the E-Services, modifying the date is unavailable. What you can do is exclude the transaction that shows up in the Banking page, and manually clear the one recorded in the register.
To exclude, here's how:

Once done, the transactions will be added to the Excluded tab were you can undo or delete them. Here's an article for reference: Exclude expenses from downloaded bank transactions.
Then, proceed with clearing the tax payment for 2/29 by following these step:
