I'm here to share some information about QuickBooks Desktop service discontinuation.
Every May 31, QuickBooks discontinue one of its version that is older than 3 years. This means that the access to QuickBooks Desktop Payroll Services, Live Support, Online Backup, Online Banking, and other services will be discontinued. To know more about this topic, you can visit this article: QuickBooks Desktop service discontinuation policy and upgrade information.
If your using the QuickBooks Desktop 2016 Plus, you will still be charged annually since your subscription includes a free upgrade to the latest release of QuickBooks Desktop. I recommend upgrading your QuickBooks version to get the most out of your QuickBooks Desktop experience. I've added articles that will guide you in doing it:
Upgrade your company files after switching to a new version of QuickBooks Desktop

It is possible, even if you have a stand alone one time purchased version of QB Desktop that there was a continual regualr charge for bank downloads, which has not been cancelled as it should have been and will take a direct one on one with support to rectify. Nobody here, not even @KlentB , can see your account details to know exactly what you have been paying for. My thought is that if you have been on th ePlus version as he thinks that you would have been prompted to install your "free" upgrade multiple times over the last three years and that you by now would be running QBDT 2020.
