QuickBooks and PayPal stores cache files that sometimes causes the issue why bank transactions are not downloaded. We can perform a few browser troubleshooting steps to verify if it's causing the issue. 

Log in to QuickBooks using a private browser and manually update your transactions. Just go to the Banking page and click the PayPal bank. At the upper-right, click Update. If you didn't see any error and transactions are being downloaded, we can switch back to the regular browser and clear the cache. You can also use other browsers to get rid any unexpected behaviors such as Google Chrome, Internet Explorer, or Mozilla Firefox. 

If you get the same thing, to reach out to your Customer Support team for further assistance. 

1. Click Help at the upper-right, and select Contact Us. 
2. Enter your concern something like unable to get most recent PayPal bank transactions. 
3. Click Let's talk and select a way on how to connect with us. 

In the meantime, you might want to manually upload banking transactions.

I switched to a private browser, but continue to receive an error when I try to update the transactions. Note, I also cleared my history and cache, but still face issues.

I've checked our records, and we don't receive any reports about this issue. At this point, I'd recommend contacting our Customer Care team.

They have a specific tool that can check the connections between Paypal and QuickBooks and help you fix the issue. They can also submit a request to investigate the error whenever necessary.
