Do you show a discrepancy after running a successful reconciliation? when was the last reconciliation you ran? Monthly is suggested - each month after you receive the bank statement

The quickbooks online balance that I see in my dashboard is correct. However when I go to pay bills online the balance on that page does not match the balance shown in my quickbooks online dashboard. Actually doesn't match my online bank account balance or my quickbooks online balance. Do you know when the balance in online bill pay gets updated? I don't see a way to tell it to refresh like I do in the banking tab of quickbooks online.

I recommend looking into the account that's linked to QuickBooks Online from your Online Bill Pay. Check for recent transactions that are supposed to be there and that the account active. If you see no errors, look at the Settings to look at the mapping. Here's a couple of Community Articles that you may find useful:
