For QuickBooks Desktop, we can only use the .QBO web connect file format.
I'd suggest looking for an app that can convert your .CSV file .QBO to make it compatible with QuickBooks. You can find one on the Apps for QuickBooks Desktop page, or using a search engine like Google Chrome. Here's an article for your reference in the future: Import web connect (.qbo) files.
On the other hand, please know that QuickBooks has built-in Help articles. Simply press F1 and search for something you want to know. Example: create invoice. Also, when you're on a certain page and you press F1, you'll see the list of articles related to that page.
