Inviting business contractors to access QuickBooks Workforce is currently unavailable. More details about viewing pay stubs are discussed here: Set up and Invite employees to see pay stubs and W-2s in Workforce.
In the meantime, you'll want to give them a printed copy of the bill payment stub. Just open the transaction and click the Print button at the bottom part of the Bill Payment.
We'll also send a feature request about having a similar function for business contractors in Intuit Online Payroll or Workforce. They're always on a lookout for suggestions and feedback like this to be reviewed for future updates.
