Can a contractor be paid without their W9 being completed?

Let me provide you with a few information about the process of paying W9, Logan King.

 

As a business owner, one must be responsible for requesting a Form W-9 from all of your contractors and vendors. Normally, this is done immediately upon starting a business relationship. QuickBooks has a feature that lets you send an email invitation to your contractors to fill out and submit their W-9 information. You'll have to make sure to send them to your contractors or vendors. To do this, follow the steps below: 

 

  1. Select the Payroll menu.
  2. Click Contractors.
  3. Then tap the Add a contractor button.
  4. Fill out the necessary information such as Name and Email.
  5. Put a checkmark on the box by agreeing the "Email this contractor to complete their profile".
  6. Hit Add a contractor.

Afaik, you can utilize a separate Melio account for free to pay your 1099 contractors and integrate with QBO without W9 being completed.
