Yes, you can e-file your North Carolina state W-2 using an open office. Just make sure that you're going to upload it as a .txt file since this is the accepted file type.

 

When filing the form, you'll need to access the state website and upload the form afterward. Know that you can also file the annual reconciliation, Form NC-3, electronically through the state website.

When I select create forms in quickbooks it tries to open excel and does not give me the option to open open office

I'd like to share clarifications regarding the export feature in QuickBooks Desktop, oxfordr.

 

You can only open or export the form to Excel or as a PDF file. Neither of the two options you choose, you'll need to manually convert them to Open Office. I recommend using a third-party converter to achieve this.

No. The feature to create state EFW2 files requires Excel.

The efile option is not available for NC. So I created an excel spreadsheet containing my w2 data. However, NC requires a flat file (txt). I exported from Excel to a flat file, but the state rejected it. Is there a particular flat file format I should export the Excel data to?

I'll shed some light regarding the flat file format for NC's W-2 forms. 

 

Aside from the flat file (.txt) format, there are file specifications that you need to follow for filing. There might be an incorrect data format, which led to the filing rejection. 

 

I would recommend checking the file specification format in the NC state website for a guide: eNC3 File Format Specifications.

 

Double-check your flat file layout data and edit it to the correct format if necessary. 

 

I'd also suggest checking the rejection notice, so you'll be guided on what layout you need to correct.
