I've had desktop payroll since 2001, and i am retiring, i've heard that i can sell my license to a new user because QB/Intuit doesn't off the type of license I have.

But first, ask your customers where they purchased the software. Intuit policy allows license transfers only under specific circumstances like when a company or most of its assets are either acquired by or merged with another company or sole proprietorship.
The sole exception to this policy is when the software has been donated to a 501(c)(3) organization. If none of these conditions apply, the original license transfer likely violated Intuit's licensing agreement.
If the license transfer doesn’t meet the criteria set by Intuit for a Transfer of Ownership, inform the customer that the individual who sold the product was not authorized to make the sale.
