We would like to keep track of vacation time and have it on the employees paycheck. Earned, Year to date used, Available. If you don't accrue can we still get the information on the paychecks?

Yes, you can keep track of the information of your available and used vacation time. Pay stub includes more details about the employee’s accrued, used, and available sick and vacation time in QuickBooks 2019.
