Filing DE9C

I am trying to file the DE9C and I have the data from my DE9 so I am filling it online from EDD website but under wage plan code there is an option for S or R but on the form it does not ask for that so I was wondering how do we know if we are S or R?

Also, for the EDD does quickbook software ask for pin when doing submission like the IRS 941 or can we submit without a pin?

Re: Filing DE9C

Hello there, @fds.

Let me share to you the Wage Plan Code list so you can file your DE9C form successfully.

Here are the Wage Plan Codes:

  • S Employee is covered under a state plan for both unemployment insurance and disability insurance.
  • U Employee is covered under a department-approved voluntary plan for disability insurance and the state plan for unemployment insurance.
  • J Employee is covered under the state plan for disability insurance only (exempt from unemployment insurance).
  • L Employee is covered under a voluntary plan for disability insurance only (exempt from unemployment insurance).
  • R Employee is covered under the state plan for unemployment insurance but is exempt from disability insurance.
  • A Employee is covered under the state plan for unemployment insurance. This applies only to public entity employees.
  • P Employee is covered for personal income tax withholding purposes only.

You can read this article for the detailed steps and information on filing DE9C: California Wage Plan Code List.

To make sure what wage plan code to use, I suggest contacting your state agency to know what code to use.

Also, I want to let you know that submitting 941 forms in Quickbooks requires a pin.

Re: Filing DE9C

Thanks so only IRS form require pin? State code does not?

Re: Filing DE9C

Thanks for getting back to us, fds.

Yes, the IRS will ask for the ten digit pin when filing the federal forms. Since you’re submitting the DE9 and DE9C directly to the state website, you’ll only need the User ID and password to process the tax returns.

Use the information every time you file through the e-Services site. I’m also adding a link with detailed information about the e-Services for Business feature: https://www.edd.ca.gov/Payroll_Taxes/e-Services_for_Business.htm.
