Currently, the QuickBooks Online Payroll service is unavailable in Nigeria. This is exclusive only for some countries such as the US, UK, Canada, and Australia. In the meantime, you can search for other payroll applications that can integrate with QuickBooks Online or check the App menu on the left panel to look for supported applications.
