QuickBooks Online Payroll (QBOP) is designed to handle year-to-date payroll history only for the current processing year. If you're working on payroll for 2026, you can only enter pay dates and payroll records tied to 2026.
The error occurs because payroll or pay dates from 2025 are considered part of a prior year, which must have been finalized within that year. If you've tracked 2025 payroll with a different system, you need to keep those records separate.

Thank you for the quick reply. My issue is that I kept a paper ledger with payroll on it, and hoped to use QBO Payroll to help figure out all of my year end withholdings . But if I can’t, I will do it manually.

You can still use QuickBooks Payroll to add your payroll history.
When adding your prior payroll data in QuickBooks, please note that your pay stubs or payroll reports will only reflect payroll history from your last payday before the current quarter. For example, if the current quarter is from January 1 to March 31, you'll be able to add prior payroll history from the previous quarter, which runs from October 1 to December 31.
