How do I create a new After Tax Deduction (for a 3rd garnishment order for an employee)

You're right about creating a new deduction for your third garnishment. Just ensure to select the Other taxable deduction in the Deduction type to get the After-Tax Deduction option. See the sample screenshot below for your reference.  

Once confirmed and the issue continues, I'd recommend logging in to your account through an incognito window. Missing buttons in QuickBooks are usually the result of outdated or corrupt cache files in your web browser. This way, we can see if it's browser-related. 

Here are the keyboard shortcuts:

• Ctrl + Shift + N (Google Chrome)
• Ctrl + Shift + P (Firefox)
•  Control + Option + P (Safari)
•  Ctrl + Shift + P (Microsoft Edge)

Once signed in, re-create a new deduction to verify if the After-Tax Deduction option is now visible. If it works, return to your regular browser and press the CTRL+Shift and Delete keys on your keyboard to clear the cache.
