I'm here to ensure you're able to delete/inactive the incorrect location in your account. That way, you'll not be charged with the wrong multi-state.
Let's inactive the incorrect work location in your QuickBooks Online Payroll Core (QBOPC). Inactivating process is the same as with deletion.
Here's how:
3. Select Work Locations.
4. Mark the Inactive checkbox.
5. Tap Save.
Once done, you can now add the correct work location. Then assign to the appropriate employee. For more information, check out this article: Set up and assign a new work location.
In regards to the multi-state fee that you've already paid, I'd recommend communicating with our Payroll Support. They have tools to check the charge and can provide a resolution about this matter.

Thank you for the detailed reply, however I cannot see the same screen as in your step 2.
I choose the gear icon then Payroll settings, but the next screen doesn't look like yours. Please see attached screenshot.
