Welcome to the Community, jkevinjr.

I've reviewed our ongoing/solved investigations and can confirm there's currently no record of a You can not run payroll at this time: FullServiceSetupNotComplete error message being displayed when trying to run payroll.

I tested it myself in our test drive account and was able to finish my payroll without any errors.

Here's an image showing my experience:

Since you're unable to run your payroll, I'd recommend checking the browser in use. It's possible this could have something to do with temporary internet files. Browsing applications store this data, but it can sometimes cause issues with certain web pages. You can open a private window and try repeating the process to see if it works.

Here's how to access incognito mode in some of the most commonly used browsers:

  • Google Chrome: Ctrl Shift N
  • Internet Explorer: Ctrl Shift P
  • Mozilla Firefox: Ctrl Shift P
  • Safari: Command Option P

If you're able to process payroll successfully, it's safe to say your browser is causing the issue. It can be fixed by clearing cached data and Intuit-specific cookies.

In the event you're still receiving an error that prevents you from submitting it, you'll want to get in touch with our Customer Care Team. They can pull up your account in a secure environment, conduct further research, and create an investigation ticket if necessary.

You can contact them while signed in.

Here's how:

  1. Click the Help (?) icon.
  2. Choose Contact Us.
  3. Enter a description of your situation in the What can we help you with? field, then hit Let's talk.
  4. You'll be presented with a few options for connecting with Intuit. Select Start messaging or Get a call.

Be sure to review their support hours so you'll know when agents are available.

I'll be here to help if there's any other questions. Have a wonderful day!
