I can't finish my 940's because QB is not seeing my SUI payment nor giving me an option to enter it.

Let's perform some troubleshooting steps for you to file your 940 form, david139.

To better isolate this issue, let's try running the Payroll Tax Liability report. Then, check if you have a pending balance for State Unemployment Insurance (SUI) per quarter of 2019. You can check out this article for the steps and details: Payroll Tax Liability Report.

If you have unpaid SUI taxes or you made a payment outside QuickBooks Online (QBO), just record your SUI payment as prior tax.

Here's how:

  1. Go to Taxes, then choose Payroll Tax.
  2. Click Enter prior tax history.
  3. Select Add Payment.
  4. Under the Tax Type drop-down menu, choose SUI tax.
  5. Select the Liability Period.
  6. Enter the Payment Date.
  7. Under TAX ITEM AMOUNT, enter the amount you've paid.
  8. Hit OK.

Then, create or file your 940 form again.

To learn more about prior tax payments: Record Prior Tax Payments.

For more details on how QBO populates 940, you can check out this article: https://community.intuit.com/articles/1767549.

Keep me in the loop if you need a hand with filing other payroll year-end forms or any QBO related. I'll be here to help.
