I am in the same situation as a seasonal summer camp! Getting ready to print W2s and need to sure that foreign addresses are entered correctly and compatible with filing standards.
Though QuickBooks Desktop allows you to set up a Nonresident Alien (NRA) employee, this is only for the tax exemption purposes. For you to produce a W-2 form for the employee, you still need to enter the US address. Entering the it doesn't affect their tax calculations because of the Nonresident Alien (NRA) setup.

Thank you for your prompt response. How do I enter a U.S. address for a foreign employee? I have everything else entered properly for these six employees. They are set-up as Non Resident Aliens in our payroll system for the proper withholding purposes. All that is holding me up from printing W2s and filing W3 with IRS is the address. I am getting an error that is requiring a STATE and ZIPCODE. There has got to be a way to "force" or bypass this error. I do not want to, nor should I have to file paper forms with IRS.

We're unable to set up foreign addresses of the employee. Though, you can enter them manually to the form.
You’ll want to print the form and submit it manually to the IRS. For other employees within the US address, you can send it via Efile.
