However, if you're still not seeing the option to access the 941 form, I recommend running a repair on your QuickBooks program. Running a repair will resolve any broken components and any damage in the program.

The issue is that I don't get the text on the form. Just the autofill information. It's like looking at a document that has had most of the information on it eliminated. The form is set to autofill, but I have never had this experience. FYI -- I have upgraded to QB2020 in June and this is the first time I've tried to file a quarterly report.

We're able to access the Form 941 in QuickBooks Desktop by following the steps provided by Tori B above. If the details don't auto-populate on the form, we can perform some troubleshooting steps to resolve the issue. First, update your QuickBooks Desktop to the latest release, then get the latest payroll tax table version.
To update QuickBooks:
Once done, proceed with updating your payroll tax table version.

Turns out that rebooting my system cleared up the problem (nothing else did). After rebooting I was able to open the 941 Report form correctly.
