The available liability periods only extend back for a year or two. It's possible that your W2s for 2018 wasn't archived at all. This is the reason why you can't see it in the Payroll Tax center.
I recommend reaching out to our payroll support so they can provide you this form. Here's how:
- Click the Help icon, then select Contact us.
- Enter "I need to access W2s for 2018." on the description field.
- Hit Let’s talk.
- Choose Get a callback.
