Also, received notice from OR that UI tax rate for me is now 0.7% and QB will not allow below 0.9%.

It's a pleasure to see you here in the Community, @Henkaz. Allow me to provide some updates about OR - Paid Fam Med Leave payroll item in QuickBooks.
Make sure to download and install the latest payroll update before you start. When you pay your employees or if you add any new Oregon employees, the Add Item Wizard for the new Paid Leave Oregon Company and Employee items will start.
Then, enter or change your employee or company percentage.
Once done, you can add your Paid Leave Oregon account number. Let me show you how:

However, when you're still unable to enter the correct rate after getting the latest payroll tax table update, I'd recommend contacting our Assisted Payroll Customer Care team again. They can further investigate the cause of the issue and guide you with a fix.

I don’t use QB Desktop. Only Online version. I see no way to “update” QB Online Payroll ... or is it constantly up to date (I would think).

Jumping in to provide additional information about setting up Paid Leave Oregon in QuickBooks Online Payroll, Henkaz.
We continue to keep in touch with your state for any updates related to payroll. However, I haven't seen a new rate this year. To see the previous update, you can visit this page: Compliance Blog: Information on new taxes, state rate issues, and more!
You may need to do it manually within your state website if QuickBooks doesn't support it. If there are changes to your employees' profiles, update the details within the Payroll section. For your reference, I've attached an article with detailed steps on the process in QuickBooks: Edit or change employee info in payroll.
Otherwise, I recommend contacting our QuickBooks Online Payroll Team. They may have the option to update this for you.
I'm also adding these articles in case you need to update a State Unemployment Insurance (SUI) rate and check the Paid Leave Oregon.

Responding to the email I received in response to my last posting ...
It’s a NEW TAX, not a new rate. After trying to add it, it didn’t work and seems to have broken another functionality. I can’t add a Policy anymore. I can’t edit or delete this one to try again. It appears to be a software issue within the programming. (I manage programming for a bigger company, so this seems like a logical opinion.)
I would love to delete it and try to start over. Can you get me there?

Sometimes the cache files stored by the regular browser prevent frequently visited websites like QuickBooks from operating properly. Let's login using a private browser. Here's how to access incognito mode in some of the most commonly used web browsers:
If it worked when using incognito, it's safe to say that it's being caused by the browser. We can isolate this by clearing your regular browser's cache and cookies.
In case the issue still persists even when using a private window, we'll initially have to try switching to another browsing application. Here's a list of supported browsers:
