I'm here to provide some steps to ensure you're able to subscribe to QuickBooks Online Simple Start without any problem.
I've checked our reports if there's an ongoing issue about unable to subscribe in QBO but there is no reported investigation yet. With this, I'd suggest subscribing to QuickBooks via incognito. Doing that will verify if the issue is made by a full cache.

If you're able to subscribe, please, clear the cache of your usual browser. Using other supported browsers is a dominant choice too.
