For the Annual State Withholding Reconciliation Statement (NC-3), you must not mail the report. You'll just need to use the create and upload feature in QuickBooks to generate the W-2 file. Go to the North Carolina Department of Revenue File & Pay website at https://www.ncdor.gov/file-pay. Upload the generated W-2 file, print the report and use it to manually enter your NC-3 return.
You'll then receive confirmation statements for NC-3 and required statements (W-2 and 1099) when successful. Also, employers are required to electronically file NC-3 and required statements.

Are we able to file NC-3 electronically with quickbooks online? I can't find any options for this and the NCDOR site requires a text file format but I do not see any instructions on creating a text file in QB online.

Allow me to join the conversation and help share some information about filing your NC-3.
At this time, QuickBooks Online can only send the signature-ready form for NC-3 through the mail. We don't have the option yet to send this form via E-File.

The requirement to file electronically has been waved. See below from the NCDOR website.
With that being the case, will QuickBooks change the NC-3 in the payroll system to be able to be printed and mailed along with copies of the W-2s? Otherwise, this will need to be done manually and will be as much as a headache as trying to figure out how to get the file to upload in the first place.
19. Will I be charged a penalty if I am unable to file Form NC-3 and the required statements electronically via the eNC3 and Information Reporting Application?
On January 11, 2019, the Secretary of Revenue announced an automatic waiver of the penalty for failure to file Form NC-3 in the format prescribed by the Secretary. Of importance, because the Secretary became aware that some software vendors were not providing support for the electronic filing of Form NC-3 or the required W-2 and 1099 statements (collectively, “Form NC-3”), the Secretary has elected to automatically waive the $200 penalty for failure to file the 2018 Form NC-3 in the format prescribed by the Secretary. As such, the Department will not impose the penalty on NC-3 forms not filed electronically.
However, if a payer does not timely file a Form NC-3 either electronically or by paper on or before January 31, 2019, the Secretary will impose a failure to timely file penalty against the taxpayer as prescribed. The failure to file penalty is $50 per day, up to a maximum of $1,000, for failure to file certain informational returns with the Secretary by the date the return is due.

This issue with printing NC-3 Worksheet that no longer provides worksheet to print is considered to be an ongoing issue for some of our QuickBooks Online (QBO) users. Our team of product engineers are full hands on deck in resolving this issue issue.
For now, you can manually file NC-3 directly through the NC website: https://www.ncdor.gov/file-pay.

I want to make sure you're able to submit your NC-3 form to North Carolina Department of Revenue, I just need more information about your concern.
May I know what QuickBooks version are you using? Is it QuickBooks Online or QuickBooks Desktop? Any details you can provide is extremely helpful for us to narrow things down.
If you're using the QuickBooks Desktop version, you may need to verify if the Excel version you're using meet the minimum system requirement of the program. You may check this article to know more about the our system requirements: QuickBooks Desktop system requirements
However, if you're using an unsupported Excel version, you must upgrade to a higher supported edition so you can submit your form. You can also use a different computer that has a supported Excel version so you can create the file. Once you have the it ready, you can now file the form to your state agency.

I am referring to both Desktop and Online. Both give a worksheet. But with the governor saying they will waive the penalty if filed on paper, the NC-3 actual form (as it has been in every year prior) should be able to be printed so that we can send in copies of the W-2s along with the NC-3 form.

This process does not print the actual form, but rather a worksheet. There is a text box at the top clearly stating this is only a worksheet. I have been pulling my hair out all day and I was thinking something was wrong with my brain.... I'm glad to see i'm not the only one with this problem! From reading all the posts it seems that QB does not understand that 1) the actual form is not available to print 2) NC businesses CAN mail it in 3) We don't actually want to complete the form from the NC site by hand! 4) it is impossible to generate a txt file that works in their upload. Creating a pdf and saving it as a txt file does not successfully upload to the NC site. Please make the NC3 form available again! It's due tomorrow.....

Some states don't offer direct website e-filing. To stay compliant with the state and not miss any returns, QuickBooks lets you generate a worksheet so you can either upload the file directly to the state website. Or use the information on the form to manually fill in the details.

A-men. I have just manual entered my data of 30 1099 forms. For what we pay for quickbooks, this should be automated. They obviously do not understand the NC requirements.
