I can share some insights about child support. QuickBooks Payroll will only deduct the garnishment from their earnings. You'll be the one who is responsible for sending the check to the relevant party. However, you have mentioned that you don't use checks. I suggest contacting the state for other options.

When did this change? The payments were being sent to the child support division using QBO Full Service Payroll until November of 2019. Then they stopped. Was this part of the 'payroll platform upgrade/change'?

We didn't receive any updated changes about payments being sent to the child support.
Since the payments were being sent to the child support division using Full Service Payroll was stopped, I suggest contacting our QuickBooks Support Team. They can handle garnishments correctly.
1. Open your QuickBooks Account.
2. At the top right, click the Help icon.
3. Click Contact Us.
4. Under What can we help you with?, enter your concern about child support.
5. Click Let's Talk.
6. You'll be routed into the Choose a way to connect with us page.
7. Select how you want to contact them and fill in the information.

Thank you for the info on contacting Full Service Payroll, unfortunately, getting a call back doesn't work. Everyone that has called me back, gave me the number to call full service payroll. I was on the phone with payroll this morning and was told "we don't make those payments, you have to." I can look at the child support register and see where, on 11/22/19, a child support payment was submitted on my client's behalf. When did that change?
To further check the payroll subscription and to ensure that there are no changes with the account, I suggest reaching back to our Customer Support for QBO Full Service Payroll. They’re the ones who’ll handle garnishments.
