NYS-45 Q1 2026 Online Payroll Core Glitch

I get an email on 4/1 that the NYS-45 needs to be paid/filed by 4/28. I go in to file on 4/24 and am hit with a “This payment Will NOT be made Electronically because the filing period is too far in the past” error. I open a case on 4/24 and today I get a notice that this is case is closed and working as designed. Really? When was I supposed to file by then? No one can give me that answer. I am going to go into the NYS web portal and manually file/pay today because the software I pay for doesn’t work.

 

One - how is it okay to close a case without even contacting me back if you need further clarification? How is a payment that in Quickbooks says file by 4/29 (a day later than the email even said) not fileable on 4/24? With the new move to automated payments how long do you need my money in the float when charging what you do per employee monthly?

 

Two - how is QuickBooks so off that it recommends you paying NYS with a paper check when it is mandated that everyone

pays electronically? The recommendation should be to log into the NYS web portal and file electronically in the event a payment/filing in QuickBooks does not work. I am not going to cut a check, send it to NYS, have them penalize me, and have to fight it because my payroll provider recommended I send a paper check.

 

I now have zero confidence in QuickBooks being able to handle electronic filing when they switch this on automatically in July and at that point they will have my payment tied up because they withdraw as the liability is incurred. What will I do then? Pay NYS while trying to get someone at QuickBooks to give me a refund? Are they paying me the interest at that point for holding my funds? Am I going to have to log into the web portal quarterly to make sure QuickBooks is paying when they say they are?

I just realized how absolutely confused they are. I pinged them on social where they were able to give me more of the case details and said that NYS only has a five day window.

 

They are referring to NYS-1 and not NYS-45. I always pay the NYS-1 immediately after payroll because of the five day window.

 

If you could see how hard I am slapping my head now. And the only reason I know this is because I stumbled through this manually and had to learn it myself before I used payroll. And I read the tax forms NY sends me.

 

If they would spend more money on tax accountants and attorneys they would be better off than refreshing their system with unneeded AI.

NYS-45 Q1 2026 Online Payroll Core Glitch

This has just become comical. Does anyone who work for QuickBooks actually understand NYS payroll taxes? In NYS - when you accumulate more than $700 in NYS taxes, you need to file a NYS-1 payment voucher and remit the taxes in 5 business days. NYS-45 is filed quarterly to pay balances (if you owe less than $700 in witholding) as well as required UI. THIS HAS NOTHING TO DO WITH PAYROLL PERIODS! It's quarterly! I need to just pay the UI as I have already paid the witholding.

 

The reconciliation with the additional UI is paid/submitted on the NYS-45 and has no requirement of remittance other than by the end of day of the month AFTER the end of quarter. If QuickBooks takes longer to take it out of my account and send it over (I think that's why it said pay by the 28th), that's fine but say that. Don't just make up NY mandates five days nonsense.

 

And the keep insisting I pay with payment coupons! From NYS - 

You must electronically file your Form NYS-45 if you:

do not use a tax preparer to file;
use a computer to prepare, document, or calculate your tax forms; and
have broadband Internet access.

 

Are they going to eat the $50 fee when I send in a check? I'm also not 100% sure what's going to happen when I file and submit the payment through the web portal (you can't do only one) and then QuickBooks sends over a second filing with no payment when I click on "already paid" and "submit" to archive out the tax form.

I appreciate it - I’ve been contacted and they say that it should work next time it is run (won’t be until Q1 2027).


I would feel more confident if there was a technical explanation to why this was a problem to begin with but there is no direct line to developers.

 

Just wish it didn’t have to get to venting on forums to get a response.
