Let's try checking your QBO Accounts and Settings to see if your service is successfully terminated. Please follow the steps below:

However, if the service is already discontinued in QuickBooks but still getting payroll alerts or billing notices, I'd recommend getting in touch with our Payroll Support Team. They have the resources to view your account and update your subscription details in a secure environment.

So, if I don't upgrade to QB 2019 my payroll service will just cancel? I need to cancel this service and the link to customer service was broken.

Let me help review your QuickBooks Desktop, and cancel your payroll subscription.
First, I'd like to share that QuickBooks Desktop has a discontinuation policy. This means that older versions like QuickBooks Desktop 2016 (Pro, Premier, Enterprise Solutions, Accountant Edition, and Mac) will no longer have access to add-on services after May 31, 2019. Payroll subscription is one of the affected services.
You're right that access to QuickBooks Desktop Payroll Services will be discontinued. Your file will continue to work, but you won't be able to use Intuit services that can be integrated with QuickBooks Desktop.
