Payroll tax table updates

When attempting to Update Payroll, error PS036 results.  I have been through all the steps suggested through the Help System.  In addition, a red warning is now located on my Home screen with the word "Verify."  Clicking on this results in Error 30159 - Entitlement is enabled, but Entitlement unit is deactivated.  I have followed the steps to delete and recreate the file associated.  Yes, I have the lastest Desktop update; yes, the QB account shows ACTIVATED; yes, data has been Verified and Rebuilt; yes, the PC and QB have been rebooted after changes; Yes, the CPS file was renamed; Yes, there is only one version on this desktop.   This has stopped year end activities in the payroll system - reports, W-2's, etc.  Need to fix this now-ish!

Since you're still receiving an error message after performing the troubleshooting steps on our help article, it'll be best to contact our Phone Support Team. They have the tools to check your account and further investigate this issue. They can also view your screen if necessary.

3. Choose a topic.

I have tried for 4 days to get into this account and do payroll I have NEVER had any problems before what the heck is going on with Quick books I need this fixed I have tried every problem fix you have listed nothing works yes my account says Activated yes I have downloaded the last payroll yes I have downloaded the last Quickbooks update and it still will not let me do payroll can this be fixed and why can't you get a person to help fix this You pay 800.00 or more for this payroll and can not use it nor get help

I can see why you would be upset and I know how hard it is when something isn't working the way it uses to. I'm here to help you today be able to work with QuickBooks and payroll seamlessly.


At this time, you can start by re-validating your payroll service key to reactivate the payroll service on your QuickBooks file. Then proceed with updating your payroll tax table version to the latest release.


Here's how to re-enter the 16 digits key:


  1. Select My Payroll Service from the Employees menu, then click on Manage Service Key.
  2. Tap Edit and take note of your payroll service key.
  3. Remove and re-enter the numbers from there.
  4. Hit Next, until you'll reach on the Finish button.

Then check the status of your payroll under the QuickBooks Service Keys window, then update your payroll tax table version.

I am having the exact same problem. I spent 3 hours on the phone with QB Monday. It appeared to get solved, then after we hung up, it was unsolved once it tried to download the latest payroll update again.


They said something about the EIN being associated with 2 PAP Bundles. How can that get corrected without a long phone call?

I appreciate you performing some troubleshooting steps to fix your issue and for calling our QuickBooks Team. 


Let me share information with you about the possible reasons why you've encounter error PS036. These are the following:

  • Inactive payroll subscription
  • More than one active payroll agreement with an inactive Direct Deposit agreement
  • Data damage
  • Product not updated
  • Incorrect Service Key
  • Incorrect Employer Identification Number (EIN) in the company file
  • Incorrect PSID in the company file
  • The version of QuickBooks Desktop you are using does not support your version of Windows
  • The status of the payroll subscription in the QuickBooks Desktop Service Keys screen appears as "Invalid number or EIN"

To help fix this, let's verify first your QuickBooks Desktop (QBDT) Payroll subscription. 

  1. Ensure that you have the latest QuickBooks Desktop release and downloaded the latest tax table release.
  2. Open Payroll Account Management portal. Then close the page.
  3. Reboot your computer.
  4. Download the payroll tax table update again.
  5. Reset QuickBooks Desktop Update.

However, if you are using direct deposit for the company file that is having this issue, do not follow the instructions above. I see you've already contacted our QuickBooks Support Team to confirm the cause of the issue. However, I suggest contacting them again. They have the tools to pull up your account to deep investigate the root of the problem.


To reach them, here's how:

  1. Open QuickBooks. 
  2. Go to the Help menu at the top.
  3. Select QuickBooks Desktop Help
  4. On the pop-up screen, select Contact us.
  5. Click the Search for Something else button.
  6. Type your concern in the Ask us anything box.
  7. Hit Search, then scroll down to get your contact options.
