The issue as you've explained it is a common one that's created when important work location information isn't entered during your QuickBooks Online Payroll setup. Without a work location created, it will use the default address in California (Intuit HQ). Contacting the QuickBooks Support Team
From QuickBooks Online, click the Help (?) icon in the top-right.
Select Contact Us.
Enter what you need in the How can we help? field, and click Continue.
Click Get Callback, enter your contact information, and select Call Me.
