You can, but the setup feature was re-designed some years ago and the option to pick a year to enter the data was removed, 'cause Intuit knew no one needed it.
Since people do need it, they then developed the workaround of changing your computer's date to the year you want to set up (instead of putting the option back.)

where is the solution to enter 2019 historical payroll.
Says "view solution...". but it does not go there when i click on it
