Can I enter historical data for payroll in 2019. The enter historical data function won't accept a 2019 date. Says it must be 2020 date?

You can, but the setup feature was re-designed some years ago and the option to pick a year to enter the data was removed, 'cause Intuit knew no one needed it.

 

Since people do need it, they then developed the workaround of changing your computer's date to the year you want to set up (instead of putting the option back.)

where is the solution to enter 2019 historical payroll. 
Says "view solution...". but it does not go there when i click on it

I’m happy to get you back to business and enter the 2019 historical payroll. You can enter paychecks that you have issues the year before using the payroll service. The data you enter ensures correct year-to-date totals on the paychecks. 

 

Let me guide you in entering historical payroll data using the Payroll Setup window:

 

  1. Access the Payroll Setup Interview.
  2. Proceed to step 5: Year-to-Date Payrolls.
  3. Select Continue.
  4. If your company has issued paychecks this year, choose Yes and click Continue. If there was no payroll or payroll was done with Pay Employees in QuickBooks Desktop, locate No.
  5. On the next screen, you have three choices: PaychecksTax Payments, and Non-Tax Payments. Hit Edit on Paychecks.
  6. In the Enter Paychecks by Employee window
  7. Go to Finish Later to close the QuickBooks Payroll Setup window.
