This happened with one of my clients. He needs to apply for an FEIN. He may have to go to a special place to do that,. Check the IRS website.

@truleigh is correct. The IRS issues ITINs to foreign nationals and other individuals who are required to have a U.S. taxpayer identification number but who do not have and are not eligible to obtain. Social Security Numbers (SSN) are issued by the Social Security Administration (SSA), not by the IRS.

You are required to enter the SSN to comply with the government's mandate. To know more about this, you can check this article: Tax compliance for credit card accounts.

 

I'd suggest contacting our QuickBooks Payments team for more options on how you can process these types of transactions. They can provide better alternatives specific for your situation.

As your reporting entity, we will be required to file an annual information return with the IRS and provide you with a Form 1099-K, which reports monthly and annual gross credit card transaction sales. A 1099-K form will be available by 1/31/2014. In March 2014 QuickBooks Payments will file a copy of the 1099-K with the IRS. To comply with this new law, it is necessary that we have your correct taxpayer ID number (TIN) and tax filing name. If we receive notice that the information on your merchant account is inaccurate, a separate notification will be sent to you so you can promptly provide the validation of your tax information. Merchants with missing, incorrect or mismatched TINs may be subject to Federal and State (where applicable) backup withholding (Federal withholding is currently 28%) from your gross sales amount of your reportable transactions. For additional information please visit the IRS website at http://www.irs.gov. It is important to note that QuickBooks Payments cannot provide tax or legal advice. The above paragraph does not say anything about SS#, it talks about "tax filing name" and TIN.   If the Quickbooks subscribe is not an individual and is a small C Corp or S Corp, then the reporting entity is the Corporation (corp name = tax filing name) with a tax id/EIN for the corporation.  The IRS tax filing does not attach to anyone's IRS 1040 personal/individual filing but goes purely as a standalone corporate filing.  I have contacted the payments support phone number, and their scripts do not have anything for any type of C Corp or S Corp, where there is no individual as an owner.  From what I have found, 1099-K is sent to both individuals and corporations.  Quickbooks Payment is only handling the case for individuals and is broken/unable to do 1099-Ks for corporations.

It's really necessary to have an SSN to be able to set up a US Merchant or online payments account. Since you don't have the SSN, you may need to consult with the IRS for them to provide better alternatives specific to your situation.

The link https://quickbooks.intuit.com/learn-support/en-us/intuit-statement-writer/merchant-account-applicati... which you posted, provides additional insight that is valuable.  There isn't anything in that page stating that IRS requires SSN.  However, it states that "Intuit Payment Solutions requires a personal guarantor on all accounts. We run a credit report to ensure that any possible debts of the business can be absorbed by the guarantor." which you would need an SSN for.  Note that the section on that paragraph immediately after that states: "If you do not wish to provide a personal guarantor, or if your estimated monthly processing volume is high we are required to have on file: Three months of your business bank statements, and two years' business tax returns, and either two years' CPA prepared financial statements, or two years' profit and loss statements."

 

So, as the link stated, if we want to provide no personal guarantee and rely on CPA prepared financial statements, how do we fill out and go through the application?  It appears that the application is asking for SSN in order to force the process into the personal guarantee, and not the financial statement route without a personal guarantee.

Excuse me, did you even tried to understand the question? The client HAS NO SSN and can’t obtain it because he is not a resident. He has Corporate C and in order to run the business he doesn’t need to have SSN. Provide specific response how to fix it but not use your script

This way, one of them will be able to provide some advice regarding bypassing the default fields during the registration.

Afaik, having SSN is mandatory to open the QB Payment account. If you are running a B2B company, explore this payment processor as another option. You can use EIN or ITIN.
