There is a way to mark these employees as inactive again in QuickBooks, @rogeraf.

You can actually add, edit, or inactivate employees in QuickBooks Online even without subscribing to payroll. Let me show you how:

  1. Go to the Workers menu and select Employees.
  2. Under Action, click the drop-down arrow beside Edit.
  3. Select Make Inactive.

When you switch from QuickBooks Desktop to QuickBooks Online, there are some things you should know. Feel free to check out these helpful articles below:

The problem is that i had employees in QB desktop, but not using payroll.  When it uploaded to QBO it thought i was using payroll and even subscribed me, which i cancelled.  Now if i try to edit an employee it immediately takes me to the wizard to setup for QB payroll requiring entry of all payroll data for old employees.

Any way to turn off the stupid wizard???

Hi rogeraf,

In QuickBooks Online (QBO), the system will automatically detect that you're using the payroll service once you migrate your data which includes your employees. That's why the wizard is automatically activated. Since, turning it off is unavailable, cancelling the payroll is one of best option.

I'll also be passing this along to our developers to let them know of your business needs.
