Found the answer - cannot e-File if any errors
Have been filing form 941 with Quick books for 12 years and never checked the box "Print Schedule B for your records only" because I don't need to, including my e-Filing for 4th Qtr 2019 - All the past filings have shown the error "Form 941/Schedule B Interview" but allowed me to print or e-File
But now Quick books will not allow you to e-File unless you check that box - you cannot have any errors in the form to e-File

I appreciate you for sharing the troubleshooting steps you've performed. Let's view your audit trail to see the status of your payroll tax form.
Here's how:
Just a heads-up, once you override the data in the tax form that you're about to e-File, you'll no longer to submit it via QuickBooks. Though, you can print and submit the W-2 form manually to the agency. You can read through this article for more details: E-File forms or E-Pay button is grayed out.

In Payment History - Have nothing in E-payments
The payments I made for 4th Quarter 2019 where with the old Enhanced Payroll subscription which was cancelled when I upgraded to Quick Books Desk Top 2020 with Enhanced Payroll.
Do I have to go through the whole e-File setup again and get a new IRS 10 digit PIN? Is there anyway to transfer my old e-File setup with Quick books and use the IRS 10 digit PIN I have?
I have the service key - looking at the confirmation order it reads
This doesn't mean only ONE employee?

To bring over our payroll data, we can restore the back cup of the previous company file to he updated one. Then, we'll re-enter the new payroll service key of our new subscribed payroll.
Let's take note that when we open a backup in the same folder as the existing one, we may overwrite your data. To avoid this form happening, we can rename the existing company file or the back up with unique names, or save one company file on a separate folder.

Got some problems at the store - will do the backup and rename of company file when I get back - give a couple of hours
I want to be sure I understand the steps so I will list them
- also when I switched from 2017 to 2020 support had me use the backup file from 2017 to import into 2020.
I have made a backup of current company file - have copied the company file to a new folder
Step 1 -Open or Restore Company - Restore Backup - local backup - browse to last backup of the 2017 company file - restore
Here I'm not sure of next step will I get the option of where to save the restored file?
Then open the restored file and go with the enter Service Key?

Allow me to share additional information about this. Yes, it will then create another file for the restored ones. We'll have to make sure to choose another folder to save the restored files then re-enter the Service Key.
