No SSN's don't start with a 9.
ITIN's do, but they're not SSN's and no one with only a ITIN should ever be hired or paid wages.
No numbers that start with 000, 666 or the range 900-999 will ever be issued as SSN's. Numbers in the 900-999 range are for ITIN's and other purposes, but not SSN's.
