If you cancel and reactivate your Payroll, you won't lose any employee information. There are some things that will be disabled though, such as creating paychecks, paying & filing federal/state taxes, and printing W-2s. If your payroll is inactive, Tsheets will remain active but won't sync with your data.
If you change an employee's status to Not On Payroll, you'll no longer be billed by Intuit for them. You'd want to verify with Tsheets if this changes any fees on their end. Here's an informative article about changing statuses: Delete or Terminate an Employee

You can cancel your payroll account to stop the per-employee fees to minimize business expenses momentarily. Please follow the steps below on how to defer your payroll service:
1. Click the Gear icon at the upper right corner.
2. Select Account and Settings.
3. Go to Billing & Subscription tab and choose Cancel from the Payroll section.
4. Select Continue to cancel.
5. Complete the short survey.
6. Hit Confirm cancel.

Will I lose all employee information when I cancel and reactivate?
I assume I will have to make state and federal tax payments manually for 1Q20?
Will tSheets stop as well since there will be no employees in QBO?
What about just changing the employee status to "not on payroll"? Does this stop the per employee service fee for QBO and tSheets?

I did what you suggested. I moved all employees to not on payroll.
I got with Tsheets support and then archived all employees in Tsheets so I am not paying for any employees, they also gave me 50% discount during the covid crisis. so I a keeping that active for $15 per month.
I went on to cancel my QBO advance payroll, the process was a little rocky...I read somewhere that the cancelation process would as me if I wanted QBO to pay my Quarterly returns (which I would like), but now I don't know if that will be done. So I panicked and tried to reactivate...attached is the screen I got when I clicked reactivate...dont think this what I was expecting...I just need to get my quarterly fed and state taxes paid. Everything is current and I doubt I will be processing paychecks before month end.
Any assistance is greatly appreciated.

Taxes are drawn out from the paychecks we run. If we want to pay our taxes earlier, we can directly pay them in the Electronic Federal Tax Payment System (EFTPS) and state's website. As our basis of the amounts, we can pull a payroll report.
