This happens when the accounts are already mapped and the company information was already set up in QuickBooks.
If you wish to review your company information and categorize payments to your contractors, you can simply click on the Back menu from the Review page.

I can help you fix your 1099s in QuickBooks, @bruce-irvine.
We can go back to your 1099s and go to the Accounts section to correct the boxes. Once there, click the Box 3: Other Income drop-down arrow and uncheck the box for the incorrect account. Then, select the Box 7: Nonemployee Compensation drop-down arrow and check the box for the correct account. Once done, continue clicking Next to finish your 1099s setup.
